Smoking out of a bong is not illegal if it's loaded with tobacco, but that doesn't mean cops won't stop and harass you if they see you smoking one out on the streets.

This has to be one of the best pranks ever. Of course the first thing you assume when you see these two guys is that they're smoking marijuana. The cops thought the same thing. Until they saw what was really in the bong.
